AFTER the United States, China is arguably the world's most powerful country, which the former and its Western allies are trying their very best to contain. On the other hand, the Philippines is a poorly armed country that the US has committed, under their 1951 Mutual Defense Treaty, to defend itself from any attack on its forces, ships, or aircraft anywhere in the Pacific.
The incidents are certainly regrettable, but I see them as the unavoidable outcome of two like-minded agencies trying to carry out the same domestic mission for their respective governments within the same territory both governments claim as exclusively their own. Until the two parties agree to observe a code of common conduct in these contested areas, I am afraid these incidents will continue to recur; we just have to live with them.
