Sen. Imee R. Marcos made this assertion in a press briefing about the Senate voting Monday night on the resolution, which came about after the unilateral abrogation by President Duterte of the 21-year-old Visiting Force Agreement with the United States.
The other six who abstained are senators Cynthia A. Villar, Aquilino Pimentel III, Christopher Go, Ramon Revilla Jr., Francis Tolentino, and Ronald dela Rosa. President Duterte belongs to the PDP-Laban party whose president is Pimentel, a former Senate President. “We abstained because there were many legal and constitutional questions… such as, what kind of a case should be filed? Declaratory relief? Certiorari? We abstained for lack of information,” Marcos told Senate reporters.
