The House Committee on Ways and Means

“unanimously” approved and endorsed for plenary deliberation on Tuesday a measure seeking to raise the excise tax on alcohol products.The approval was made during the panel’s first organizational meeting in response to President Duterte’s call to impose higher excise tax rates on alcohol products during his fourth State of the Nation Address last July 22.

The proposed imposition of higher excise tax rates on alcohol products is the Package 2 Plus B of the Duterte administration’s Comprehensive Tax Reform Program . Cagayan de Oro Rep. Rufus Rodriguez, who also authored the measure, opposed the immediate approval of the bill, saying that all stakeholders, including alcoholic beverages companies, should be heard first.

Before the voting, the authors of the measure–House Majority Leader and Martin Romualdez, Reps. Horacio Suansing Jr, Junie Cua, Sharon Garin, and Ann Hofer, sought the approval of the proposed imposition of higher excise tax rates on alcohol products. The measure seeks to raise the indexation of excise tax rates on alcohol products from four percent to seven percent for inflation, Garin noted.

The bill also exempts from excise tax cooking wines with salt contents of not less than 1.5 grams for every 100 milliliters.
