IN order to carry out the economic impact analysis of a carbon pricing system in the Philippines, the Department of Finance sought the assistance of the World Bank , which has a program called the Partnership for Market Implementation facility that addresses that sort of thing. Under a just-in-time grant from the PMI facility, the World Bank could proceed with the DoF's request to carry out the analysis.
In this almost overlooked stunt, the DoF's position subtly changed from 'we can't endorse this bill until we determine its impact on inflation' to 'we won't endorse any bill that is inflationary' because the inevitable result of an analysis that focuses only a carbon tax or an ETS is that it will be.
