A group of education workers urged the Department of Education to give updates on the career progression for public school teachers.In a letter addressed to Vice President and Education Secretary Sara Duterte dated Feb. 27, the Alliance of Concerned Teachers Philippines asked the DepEd leadership to provide the latest updates on the Implementing Rules and Regulations for Executive Order 174 or Establishing the Expanded Career Progression System for Public School Teachers.

ACT said that it had previously sent a letter to DepEd asking for the latest development on the matter but “unfortunately, we have not heard of any update” from the department regarding the status of the drafting of the IRR which should have been finalized by Sept. 21, 2022, or 90 days since EO 174 was signed.

“As such, we request for the DepEd to make public the most recent draft of the IRR and hold extensive and democratic consultations among public school teachers to give them the opportunity to study the document and lay down their comments and recommendations, to ensure that it amply responds to their needs and interests,” ACT Chairman Vladimer Quetua said in the letter.

“With the existing problems in the current DepEd promotions system, and the apparent sidelining of Head Teachers in the EO 174, it is understandable that our public school teachers are anxious of what the contents of the IRR will be,” he said. “In this situation, holding democratic consultations is of great importance for the sake of all stakeholders,” he added.

ACT also reiterated its call to give teachers “genuine representation” in the body that drafts the IRR through their duly registered and accredited unions.
