The bill, advocated by many retired generals who are part of Duterte's Cabinet, has been criticized by law experts for its vague definition of terrorism, which could be abused by the Anti-Terrorism Council, composed of Cabinet officials. According to Malacañang,"The signing of the aforesaid law demonstrates our serious commitment to stamp out terrorism, which has long plagued the country and has caused unimaginable grief and horror to many of our people."
