The Catholic Bishops’ Conference of the Philippines (CBCP) has expressed support to initiatives that call for the cancellation of the Kaliwa Dam project, which will be built in Rizal and Quezon Province.

In a Pastoral Letter entitled “I look up to the Mountains,” the CBCP urged the government to stop the construction of the dam and to look for alternative sources of water.

“We call on the concerned government agencies and other proponents of the Kaliwa Dam project to stop the implementation unless proper review is done to correct its flawed procedures.

The Kaliwa Dam project or the New Centennial Water Supply Project is a new water source to be constructed to meet the increasing demand of the people of Metro Manila, Rizal, and Quezon by constructing another dam and to reduce dependence on the Angat Dam. The Diocese of Antipolo and the Prelature of Infanta have, earlier, expressed opposition to the project. Antipolo Bishop Francisco De Leon said, the project “will displace the Dumagat-Remontados tribes in the Sierra Madre mountains.” Infanta Bishop Bernardino Cortez, for his part, released a pastoral letter entitled “No to Kaliwa Dam, Yes to Alternative Sources of Water” in July, 2018.

Concerned sectors said more than 300 hectares of forest land in the Sierra Madre mountains might get flooded and will endanger the lives and natural habitat of more than 126 species of wildlife. “The dam project will also affect protected biodiversity that are under the National Integrated Protected Area System Act of 1992 and NIPAS of 2018.
