Catanduanes Police Provincial Director Col. Paul F. Abay said the police and coastguard operatives intercepted the suspects onboard a motorized banca that was registered in Barangay Cabugao. It bore the name “James Yuan”.
Initial investigation disclosed that the motor banca set out to sea with three passengers onboard around 1 p.m., Thursday, April 9, allegedly to fetch two passengers April 09, 2020 to fetch two passengers in Rapu-Rapu, Albay.PCG Catanduanes Chief Ens. Warren Quejencio told The Manila Bulletin that authorities intercepted the vessel, and, upon checking, its navigational lights were intentionally covered to avoid detection while out at sea.
Meanwhile, Quejencio pointed out that the five persons who initially set sail from Catanduanes and reached Rapu Rapu were not allowed to do so under ECQ rules, among other violations.
