The monitor would be required to release quarterly reports – available to the public – to show what the school is doing to address antisemitism, as well as give policy recommendations to Congress, the Department of Education and state/local regulators as needed. Torres said that Jewish students across the country “feel deeply unsafe, purely as a result of their religious and ethnic identity,” which is a “blatant violation of Title VI, and the federal government cannot allow this to continue unchecked.”The Secretary of Education would appoint the monitor and set the terms and conditions, while the school would be responsible for the cost.
