The truth behind the demand for a motion of confidence — Rosli Dahlan

SEPTEMBER 7 — It only took 14 days. Fourteen days of peace and quiet before the politicians once again started clamouring for a motion of confidence to be passed in the Dewan Rakyat.

First the facts. A motion of confidence is not a legal requirement to confirm the appointment of the prime minister. It is not provided for in our Constitution. How then do we know that the prime minister commands the confidence of the House? That is easy enough. The Government simply has to pass laws. If they cannot do that, then the prime minister does not command the confidence of the majority of the House.

It really is as simple as that. If a Bill fails to pass, then that is a clear signal that the government does not have the confidence of the House. Typically, in Westminster style parliamentary democracies, when a Bill fails to pass, the government is compelled to attach an expression of confidence in the very next Bill.

Imagine if we lived in a country where politicians did not act in their own political self-interest. Perhaps in such a country, enough members of the House would have withdrawn support for a prime minister who was accused of and found with over US$600 million in his personal bank account. That would have been a sight to see.

The writer conveniently omit the part that it was YDPA who has 'bertitah' (ordered) the VoC to be held. A smart PM who has yet to make many mistakes should have ridden on his popularity to immediately call the VoC and have the issue dealt with.
