If you're really serious about reducing usage of plastic bags, then just ban them. Charging more will just help you earn more, but I think you're well aware of that.
DAP administration specializes in finding multiple ways to tax the public, whereas it is its responsibility to introduce/enforce an alternate biodegradable packaging system.
Waste séparation and recycling are the only answer. Straw ban also isn't going anywhere. All government ever going to get is public's ire.

however much they charged for the plastic bags, it will not prevent the pollution. the solution is to educate the young to clean up after themselves. this is a decades-old problem which cannot be solved overnight or with fines.
this nonsense is clearly to victimize the consumers. the problem here is not the plastics but the 10% who threw their garbage indiscreetly. stop using the easy way out to show the world that they are doing something for the environment, which is stupid.
what about the plastics that is used to package most of the products on the supermarket shelves? do we not need to pay for each and every one of those too? this picture itself shows how many other plastics are there, like the gardenia, egg cover, plastic bottles etc
