THE Penang government will establish a joint-venture company with SRS Consortium to carry out reclamation works under phase one of the Penang South Reclamation project. Chief Minister Chow Kon Yeow said the state executive council meeting had decided the reclamation works at Island A will be implemented through a partnership.
