Sekretariat berkata, ini termasuk mengambil tindakan terhadap mana-mana rakyat Malaysia yang didapati memberikan sokongan material, secara langsung atau tidak langsung kepada pihak yang menuntut atau kepada mana-mana pihak bersekutu dalam timbang tara terhadap Malaysia. Pada 3 Jun, kerajaan menafikan sepenuhnya dan tanpa had segala dakwaan dalam surat dihantar oleh Paul H Cohen, peguam kepada pihak mendakwa sebagai waris Sultan Jamalul Kiram II , kepada Jabatan Peguam Negara.Menurut jabatan tersebut, surat itu menuntut kerajaan membuat bayaran segera sebelum 2 Jun 2023 bagi award final yang dikatakan berjumlah AS$16.412 bilion bersama AS$3,502,394.24 bagi bayaran peguam dan ahli pakar serta AS$4,026,592.64 bagi kos timbang tara.
