Beliau berkata EIA sepatutnya dipaparkan untuk maklum balas orang ramai pada 29 April. Oleh kerana ia ditolak, EIA baru diserahkan kepada Jabatan Alam Sekitar pada Februari. Terdahulu, Chow mendedahkan nasihat 18 perkara daripada MPFN kepada kerajaan negeri berhubung 3 pulau tebus guna itu. Ia termasuk dasar melarang pembinaan pangsapuri berharga RM1 juta ke atas.
Chow berkata 10% hingga 14% daripada pulau itu akan diwartakan sebagai kawasan terbuka untuk rekreasi dan bagi menahan tsunami. Sekurang-kurangnya 30% perumahan di situ adalah mampu milik.
