Menjawab soalan Hamdan mengenai public order manual, Shuhaimi berkata, perenggan ke-19, bahagian ke-25 manual itu menyatakan bahawa di mana dan bagaimana penggunaan FRU sebagai pasukan simpanan bantuan untuk mengambil tindakan melalui arahan pegawai polis ditetapkan. Katanya, setiap pasukan masing-masing dengan tujuh kenderaan iaitu satu ‘command vehicle’, tiga lori, satu lori logistik, satu Land Rover dan satu water cannon .
