Banduan yang layak untuk OBB mesti menjalani hukuman penjara kurang daripada setahun, telah menjalani satu pertiga daripada hukuman mereka di penjara, telah menyelesaikan atau sedang menyelesaikan program pemulihan di penjara, dan mempunyai jaminan daripada majikan, keluarga, atau pertubuhan bukan kerajaan untuk menyediakan tempat tinggal serta pekerjaan.
