KOTA KINABALU: Sabah will need the political will to proceed with the Home Ministry's proposal to issue a special foreigner card as part of an effort to resolve the state's long-standing undocumented migrant problem.

Home Minister Datuk Seri Hamzah Zainudin said the decision should come from leaders in the state government.

Hamzah said the problem of undocumented foreigners was a"time bomb" that could set off more social problems. He said the assessment would be based on several criteria including the population density of each district.
