Beliau berkata garis panduan itu termasuk mengenai penyelenggaraan kesihatan awam, larangan bersemuka berkempen, bilangan pekerja Suruhanjaya Pilihan Raya yang mencukupi dan peti undi dibawa kepada pengundi terutama di kawasan luar bandar, pelanjutan masa pengundian bagi membolehkan penjarakan fizikal dan tempoh berkempen lebih pendek.
