Menurutnya, kesalahan itu ditafsirkan sebagai keadaan kenderaan bermotor yang digunakan di jalan raya dan semua bahagian dan aksesorinya hendaklah sentiasa tidak mengakibatkan atau memungkinkan bahaya kepada orang dalam kenderaan atau di jalan raya. Azisman berkata tindakan keras akan diambil jika didapati pemandu kenderaan masih ingkar dan memasang aksesori berkenaan yang boleh mengundang bahaya kepada pengguna jalan raya lain.
