Di bawah peraturan ICC, pengunduran Manila berkuat kuasa setahun selepas negara itu memaklumkan kepada Pertubuhan Bangsa-Bangsa Bersatu tentang hasrat untuk keluar dari satu-satunya tribunal jenayah antarabangsa.
