One EU official said the figures were “about right” though were still to be finalised. Another said the measure was likely to be in the form of a tariff because trade measures require only majority EU support, unlike sanctions which need unanimity. Farmers from neighboring Poland, Hungary and Slovakia, all of which are members of the EU, say the move undercut their prices. Ukraine is not part of the 27-member EU.
