According to Ariffin Deraman, the guidelines ban mixed performances by men and women, prohibit women from performing in front of male audience members - but not vice-versa - and require that women wear a headscarf during performances. The Convention on the Elimination of All Forms of Discrimination against Women , a treaty ratified by Malaysia in 1995, requires states to take all appropriate measures to protect women from discrimination, to repeal or reform laws or policies that discriminate against women, and to refrain from official acts of discrimination against women.
Following a visit to the country in 2017, the UN Special Rapporteur in the field of cultural rights Karima Bennoune urged Malaysia to, among other actions, remove its reservations from Cedaw, ensure the women can participate equally in cultural practices, and lift bans on women performing in public. She also stressed the need for state authorities to uphold the rights to culture and non-discrimination.
