Dr Noor Hisham menerima kurniaan itu pada hari pertama Istiadat Menghadap dan Istiadat Pengurniaan Darjah Kebesaran, Bintang dan Pingat Persekutuan yang berlangsung di Istana Melawati, Putrajaya.
Figura yang menjadi sebutan rakyat Malaysia khususnya ketika negara dilanda pandemik Covid-19 itu dilahirkan di Sepang, Selangor pada 21 April 1963. Beliau berkelulusan Ijazah Sarjana dalam bidang Surgeri dan Ijazah Doktor Perubatan, Universiti Kebangsaan Malaysia dan mula menyertai perkhidmatan awam sebagai pegawai perubatan pada Ogos 1988.
Kepakarannya adalah dalam kanser endokrin payudara dan beliau memberikan kepemimpinan dalam pelbagai pembelajaran dan program jangkauan kesihatan yang inovatif untuk semua. Dr Noor Hisham dinamakan sebagai antara tiga doktor terbaik dunia oleh China Global TV Network sebaris pakar penyakit berjangkit Amerika Syarikat , Dr Anthony Fauci dan Ketua Pengarah Kesihatan New Zealand, Ashley Bloomfield berdasarkan kewibawaan menangani krisis Covid-19.
