Covid-19 tests peaked at 131,000 yesterday, says D-G

If vaccination can be done at 400k a day, why can't testing be done more than 131k? We have both rapid antigen test kits and PCR. Surely this can be greatly improved after all we are almost 1.5 years in this pandemic.
