Arrests aplenty in Italy, top human traffickers remain elusive

DESPITE hefty anti-mafia powers, international police cooperation and thousands of arrests, Italy has yet to deal a significant blow to the human trafficking networks responsible for sending countless migrants across the Mediterranean. Those now behind bars are hardly kingpins, and the one headline-grabbing arrest of a top trafficking mastermind appears increasingly likely to be a case of mistaken identity.
