Change was denied at the GAA’s Special Congress as ‘proposal B’ failed to reach the 60% required for it to be passed.
Proposal A, which would see the provincial structure remain at the heart of the Championship but with counties moving provinces , was soundly beaten earlier, meaning that the pre-2018 qualifier system will be in place for 2022, with the Tailteann Cup included for Division Three and Four teams. Tom Parsons of the GPA, which has enthusiastically backed the proposal in recent weeks, spoke strongly in favour and pointed to mismatches that have occurred in recent years, saying that players had told him they were being “laughed at” when wearing their county tracksuits after heavy beatings.
He said: “It's now time to be brave. As far as we're concerned, we accept the flaws that are in it, we know it's not perfect. Cork CEO Kevin O’Donovan also spoke in favour, pointing to “scaremongering” around the finances of the proposal. “There is no financial risk here and any shortfalls will be made up by the Association,” he said.
