This happened when my daughter was in school. No bare arms or shorts showing too much leg. School said it was a place of work hence the rules. Girls said that if seeing their bare shoulders make others uncomfortable then they are the ones that have the problem, not the girls'.
Translation: Students are living in an alternative universe and have no idea about the real world when it comes to work
