Despite renewed global attention on the Middle East amid the ongoing Israel-Hamas war and the Red Sea crisis, the region remains in the periphery among Canada’s foreign policy priorities as Ottawa keeps the spotlight elsewhere, say experts. The federal government launched a Middle East engagement strategy in 2016—backed by more than $4-billion over the next six years—to target the rise of ISIS and the instability in Iraq and Syria, as well as the effects of the crisis in Lebanon and Jordan.

The Operation Impact mission aims to help build the defence capabilities of Iraq, Jordan, and Lebanon. Juneau said the Middle East has taken a backseat to Canada’s other foreign policy priorities, such as managing the relationship with the U.S.; NATO and Ukraine; and the Indo-Pacific. “One of the key points to make when thinking about Canada’s Middle East strategy is the limited space for the Middle East after these top three priorities.
