Canada's prison service is working to better understand the needs of black offenders, a community whose overrepresentation in federal custody is second only to Indigenous people's.

The Correctional Service of Canada has begun to study the black inmate population more closely and track the associated data, says a newly released briefing note, prepared for Public Safety Minister Bill Blair.

Black people were 7.3 per cent of federal offenders in 2017-18, according to the government's latest statistical profile of the correctional system. That's more than double the approximately 3.5 per cent of Canadians who identified as black in the 2016 census. Overrepresentation of specific groups in federal custody is "a complex issue," says the November briefing note to Blair. "Sentencing decisions are not made by the Correctional Service of Canada, therefore we don't control the incoming inmate population."

-- core correctional programs did not adequately reflect the experiences of blacks and gave them few opportunities to discuss issues relevant to their knowledge, culture or traditions; -- black inmates lacked consistent access to appropriate hygiene products intended for their hair or skin types through institution stores.

One black inmate would later say, "Can you believe only one CSC staff member showed up? What was the point?"

Canada grapples with challenge of drawing psychiatrists to small towns from big citiesA Globe and Mail analysis found that the country’s psychiatrists are heavily concentrated in urban areas, with more than one third in Toronto, Vancouver and Montreal Not good. And it would be harder to convince them to seek help. And the rampant substance abuse seems to exclude no one, adding to the severity of the problems. Seems like a forgotten group. I am speaking from first hand knowledge. This applies to every profession. Nobody wants to work/live in Gogama Ontario.
