"When a kid walks up before class and says 'I'm hungry,' it means we all have more work to do as a school community and as a country.", the money will roll out through bilateral agreements with the provincial governments similar to those to bring in $10-a-day daycare. “We think it can go pretty quickly if it flows directly to provinces or territories who themselves are very accountable.”

Uniformity will be hard to achieve when some schools have cafeterias, others don’t, some are in communities with private restaurants and others aren’t. “Because each school is unique, with varying amenities and options for providing in-school lunches, our school lunch program will have built-in flexibility to be delivered according to the needs of individual schools,” said Higdon.
