Broken systems produce bad outcomes. Can anyone argue that this Ottawa cop should still be on patrol?

The details have been reported in depth by the Ottawa Citizen, but to recap: in 2016, Ottawa police officer Nermin Mesic threatened a tenant with incredible violence after said tenant fell behind in rent he owed to the officer. Mesic ordered the tenant into his car, drove him to a dead-end street and told the tenant that if he didn’t pay up, there’d be violence. Mesic demanded the tenant prostitute his wife or sell his child in order to come up with the money.

To be explicitly clear, there is absolutely no question that Mesic did these things. It’s established as fact. The question was what the Ottawa police were going to do about it. And four and a half years after this whole affair began, we have our answer: not much. A retired police officer, who oversaw Mesic’s internal discipline process, has determined that he’ll be demoted one grade in rank, for 12 months.

The third problem is the most immediate one: Mesic was demoted, but he’s still a cop. He still gets the gun and the badge. He’s still a serving officer, out on patrol. If you’re reading this column in Ottawa today, and — God forbid! — you need to call 911 for help, there’s a chance it will be Mesic who pulls up. Let’s hope he’s in a good mood.

But the meta failure is more alarming: at every step in this long process of failures, everyone was probably doing what they felt was best, or at least expected of them. The judge that gave him an absolute discharge could likely cite precedent defending the decision. The officers who put Mesic back on patrol after the 2005 incident no doubt only did so after all protocols had been adhered to in full.

And then there is the Ottawa cop who raped another police officer. He’s on duty too - he wasn’t even charged.

Very fair column. As someone that wants effective policing where I live, Ottawa needs to get it shit together. You're just giving ammo to the anti's.

Ottawa needs a complete overhaul, bylaw acting like thugs, cops doing whatever they want and getting suspended with pay...and I am pro police.. it is giving ammunition to the defund the police people.
