COLDBROOK, N.S. — A development agreement for a controversial campground in Scots Bay has been approved by the slimmest possible margin, and the decision will likely be appealed.voted five in favour and four against the application on May 7, approving the development agreement. Coun. Joel Hirtle could not vote, as he wasn’t present for the May 2 public hearing.

Skaling and her husband Jeff purchased the subject property in 2021 following the death of her father, who wanted the land to stay in the family. It’s been in the family for several generations. Scots Bay residents Jeff Carter, Lindsay Steele, and Ann Huntley met with media in the spring of 2023 to express concerns over a proposed campground development in the community. File

The subject property is zoned A2 . Muttart said this zone encompasses what wasn’t considered prime agricultural land and land from the former Forestry zone. He said, “why we decided to call it A2 is beyond me.” He said it’s regrettable when people feel they have the right to subject others to attack. Disagreements can be expressed but “threats or rude asides are unacceptable.”Muttart said he would recommend to the applicants that they not proceed with this development “because I predict if things continue to go the way they’ve been going that they won’t have a day’s rest.”

Granger said she believes there is room for everyone to thrive in Kings County. The application for a social enterprise campground would allow for people of varying abilities to gain valuable skills and employment while helping other existing area businesses. Coun. Martha Armstrong and Coun. Lexie Burgess cited similar concerns in voting against the application. Armstrong said the campground would share a border with a horse barn, and agriculture takes priority.A five-hour public hearing on May 2, which included a presentation on the application by Planning and Development Services manager Laura Mosher, saw a total of 29 members of the public present information and opinions about the proposal.
