Adding 4,000 teachers to a system that had about 35,000 full-time teaching positions had only a small effect on reducing class sizes. According to the Ministry of Education, class size averages fell by just six to nine per cent. This translates into approximately one to two students fewer per class. Believe it or not, the billion-dollar expenditure is perhaps the most achievable part. When B.C. hired 4,000 teachers between 2016 and 2019, the province practically exhausted the national teacher supply. It is very unlikely that British Columbia could find the 12,000 teachers it would need to reduce class sizes dramatically. Even raising teacher pay to assist recruitment will not help when we need more educators than actually exist.

Even more radically, the province could use teacher education students, or “draft” retired and other certificated educators who are not currently working in K-12 schools. These policies would have serious effects on students, notably students with special education needs who would lose non-enrolling teachers dedicated to serving them, and are unlikely to find support from the B.C. Teachers’ Federation for several different reasons.
