A surveillance video that was at the heart of a criminal case against two Yellowknife RCMP officers has been released to CBC News. Experts are divided on whether the force the officers used was necessary.

The case stemmed from the use of force against prisoner Tracella Romie in 2020 at the Yellowknife detachment. Romie has supported CBC's application to obtain and share the video.Romie, 26, was arrested by two other officers at the Yellowknife liquor store in October 2020. She was intoxicated inside the store, refusing to leave and assaulting staff.

Cst. Francessca Bechard with her lawyer, Robb Beeman and Cpl. Jason Archer . Bechard and Archer were each charged with one count of assault for excessive use of force on a prisoner in October 2020. The charges were stayed two days into the trial.Bechard and Archer were charged after another senior officer made a complaint about the incident.

Heed, who also served as West Vancouver's police chief during his 32-year policing career, said that while the techniques Bechard and Archer used on Romie are taught by police agencies, in this situation, they were unnecessary.

Seems ok to me. Compared to most countries this Is very subdued.

Looked fine to me. Police kept control of her with nobody getting hurt. Hopefully she learned her lesson.

Easy to judge the amount of force needed for each specific arrest when you're sitting on your couch after the events 🤔

Charges were ultimately stayed? Good. Chances are, it won’t be the drunken cow’s last arrest. She might be successful in goading the cops into an assault charge the next time. Or the time after that and the next time after that…

Looks like the cop was just waiting to get into the station where she immediately got aggressive. Sad that there are some officers that make the rest look bad.

Their integrity falls every day. No wonder Lucki got caught lying and doesn't know basic laws. Pathetic.

There should be a law or training that requires law enforcement to check and see if the targeted individual is willing to cooperate with talking, ie notice of detention, before the application of force is authorized.
