'Yes, you have bribery': Constitutional scholars front impeachment hearing

Donald Trump's efforts to pressure Ukraine to investigate his potential 2020 rival Joe Biden constituted bribery and his misconduct was worse than any other president in US history, constitutional experts have testified to Congress.

The three scholars selected by Democrats on the committee said that Trump's behaviour merited impeachment while the sole scholar selected by Republicans said that the case for impeachment has not been made.The divergence underlined the hardening partisan divide over impeachment, with Democrats convinced of Trump's guilt and Republicans united in the view he has not committed an impeachable offence.

Gerhardt said: "The president’s serious misconduct, including bribery, soliciting a personal favour from a foreign leader in exchange for his exercise of power, and obstructing justice and Congress are worse than the misconduct of any prior president, including what previous presidents who faced impeachment have done or been accused of doing."

"If left unchecked, the president will likely continue his pattern of soliciting foreign interference on his behalf in the next election.""Yes, you have bribery here," she said. Harvard Law School professor Noah Feldman said: "President Trump’s conduct described in the testimony and evidence clearly constitutes an impeachable high crime and misdemeanour under the constitution."
