A Melbourne woman shares her harrowing story of domestic violence at the hands of a police officer, and how her privacy was breached by the investigators who were supposed to be protecting her.

Another letter, from police to Victoria's Privacy and Data Protection Deputy Commissioner Rachel Dixon, admits failings in how Michelle's case was handled.

The ABC contacted Victoria Police and Ms Neville's office for comment last week, but neither responded before deadline. "What she has experienced is not an isolated or one-off situation. Through this project we support and work with a number of women who have had family violence used against them by police officers," Ms Caulfield said.

The committee made 69 recommendations, calling for the "extraordinarily complex and confusing system" to be simplified, a "complainant-centred approach" and for IBAC to "give greater priority" to investigating police complaints rather than referring 98 per cent of complaints back to police Professional Standards Command.
