They were special times and we were in unknown waters. And he was dealing with quite rogue States. If he had revealed this action there would have been an uproar out of all proportion, worse than it is now.
Just a guy totally unsuited to the job, the voters worked it out before his colleges. He stays in Parliament, because he is unemployable.
