Vladimir Putin has ruled out enacting a ceasefire with Ukraine following a summit with African leaders, insisting Russia is being attacked by a “large-scale strategic offensive”.

Putin hosted a summit with African leaders over the weekend, which was overshadowed by Moscow’s withdrawal from an international grain agreement and the ongoing war in Ukraine.

One of the points there is a ceasefire.” He also noted that Russia had not rejected talks, but said “in order for this process to begin, there needs to be agreement on both sides”.

He said the plan by Moscow to eliminate Ukraine's"independence, its sovereignty to subsume it into Russia" had"failed a long time ago”.
