Treasurer Tim Pallas has accused the federal government of witholding $1.1 billion meant for disabled Victorians as a bargaining chip in failed negotiations over the next stage of the National Disability Insurance Scheme.
That levy funded the DisabilityCare Australia Fund, which was set up to reimburse the states and territories for NDIS spending. Mr Pallas accused the federal government of refusing to sign a national partnerships agreement, which would release the money, until a new bilateral agreement governing Victoria and the Commonwealth's split of NDIS spending is finalised.
Federal Social Services Minister Paul Fletcher said Mr Pallas should work to secure an agreement with the federal government rather than engage in political "stunts".
