Britain’s likely next prime minister unveiled a policy manifesto containing almost no new policies.

| British Labour leader Keir Starmer has stuck to his Albanese-style small-target election strategy, unveiling a program for government that made almost no new promises.

Asked why the manifesto did not include any “rabbits out of the hat” – that is, bold or unexpected new policies – Mr Starmer said: “I’m running as the candidate to be prime minister, not to run the circus.” On Thursday, he did not promise to replace the House of Lords with an elected second chamber – a long-held goal of the left, and a job that former Labour leader Tony Blair left unfinished. Instead, he said Labour would oust the last clutch of hereditary peers, and enforce a retirement age of 80 on the Lords’ appointed members.

But the Tories’ main attack line continued to be that a Labour government would raise taxes because its spending pledges are not fully funded.“Today Sir Keir Starmer launched a manifesto which contains only tax hikes, with no tax cuts,” Mr Holden said in his email, the main purpose of which was to solicit donations to the Tories’ campaign.

But he sought to distinguish Labour’s approach from Ms Truss’s one, which offered sweeping tax cuts rather than more public spending. Slogans in the manifesto included “turn the page” and “stop the chaos” – a reference to the Conservatives’ struggle to govern under former prime minister Theresa May, the steady stream of scandals and crises under Boris Johnson, the market ructions under Ms Truss, and the public disunity and disarray under Rishi Sunak.
