Just a week before Christmas, state and territory leaders have rushed to impose new travel restrictions on travellers from Sydney's Northern Beaches, where a coronavirus cluster is continuing to grow.
Permits will be issued using a"traffic light system": the Northern Beaches will be deemed 'red zones', greater Sydney is 'amber' and the rest of NSW will be 'green'.
