Net debt remains high, although the Government maintains WA is the only state where debt is decreasing. Treasurer Ben Wyatt said the four-year wage policy would remain in place, despite unrest from unions.As previously announced, the Government's low deposit loan scheme, Keystart, will get a $420 million boost in an effort to help stimulate demand in the housing market.

Royal Perth Hospital's ageing intensive care unit will get a badly needed upgrade, to the tune of $22.7 million. Redevelopment plans have been underway for several years, with the idea that the reborn venue would include a museum and new eating and retail areas.Meanwhile, operating costs over at the shiny new Perth Stadium have soared to a higher than anticipated $54.5 million over the period from 2018–21, although revenue has also risen $37.7 million over the same period.

However, the Treasurer acknowledges this is a temporary situation and doesn't believe higher prices are here to stay. Mr Wyatt is banking on prices dropping to $US73.50 per tonne next financial year, and dropping further in subsequent years, leaving a $648 million hole in the budget in 2020–21,dropping to $140 million in 2021–22.

The visas are available to the"best and brightest" international students who study for at least two years in WA, can speak proficient English and have an offer of employment. It is hoped changes to Keystart will create thousands of jobs in the residential building construction industry.
