The "squinters" of our cities' western suburbs that drive into work in the rising sun and return as it sets, the trucks that clog Australia’s highways or the increasing number of electric car owners that – at the moment – pay nothing at all.Australia’s roads are, at least in theory, paid for by a fuel tax every time a motorist fills up at the bowser – it costs up to 40 cents a litre each time you pull into the service station.

In 2016, then urban infrastructure minister Paul Fletcher announced a bipartisan inquiry into road user charges, with an eminent Australian to be appointed chair, along with representatives from both Labor and the Coalition to help break the stalemate.One inquiry-leading candidate rang now Opposition leader Anthony Albanese every month for 18 months asking what was going on. Eventually he gave up and asked to be pulled out of contention.

Labor has no plans to push them. It was burned by a misleading Coalition campaign that suggested it was going to force people to drive electric cars through plans to increase the number of electric vehicles used by the government. In other words, they don’t need to be driving then. A road user charge would make them think twice, freeing up the road and allowing those that do need to get to work to get there faster and boosting productivity.

Economists argue the best type of tax – the ones that are most efficient – are those that are hard to avoid and don’t encourage people into more inefficient habits.

But while there is an option that could transform the way we use roads, the government is terrified of the politics. | OPINION There will be other offsets, like less money spent on health care when the air pollution decreases. Less environmental damage will mean less money spent on clean up of oil spills etc. Fewer wars fought over securing access to oil in the Middle East. Others that we don't know yet. Who should pay for the healthcare, disability and aged care costs from air pollution: stroke, heart disease, asthma, lung cancer, COPD, hospitalization for influenza, miscarriage, neuroinflammation and associated mental health, neurodevelopmental and neurodegenerative conditions? Thought there was more cars on road...........Same Same.
