Australia Post, like many postal services around the world, is under structural attack. Its traditional letter delivery business, over which it has a legislated monopoly, has long been in decline and it reported losses of $74.2 million as letter volumes plunged a further 13.6 per cent this financial year. While a COVID-fuelled boom in parcel volumes helped deliver a first-half profit before tax of $166.

Had Holgate elected to pay the four executives a $5000 bonus, it would probably have gone unnoticed. Cash bonuses are common across the public service. NBN Co, the taxpayer-owned body that runs and operates the national broadband network, Holgate has maintained the watches were approved by then-chair John Stanhope. The submission includes a photo of one of the thank-you cards signed by Stanhope that accompanied the watches. But this is disputed by Stanhope, who toldin October the board approved plans for rewards for the employees, but did not specifically sign off on the watches.

Holgate also revealed in the submission she had not signed a deed of release with Australia Post, claiming the post-employment conditions the company sought to impose on her were “grossly unfair”.
