The Victorian Human Rights Commissioner is in private talks with the State Government over releasing low-risk prisoners due to the coronavirus threat in jails, the ABC has confirmed.Eleven people have tested positive in Victoria's jails and youth detentionIt comes as concern grows among lawyers and prisoners' families around COVID-19 spreading through the prison population, and the gruelling 24-hour-lockdowns some are facing to prevent the spread of the virus.

"Once the pandemic enters, it's going to spread like a wildfire and we're going to see Aboriginal people being diagnosed with COVID-19," Ms Waight said. "Lockdown" means adult prisoners cannot leave their cells except for phone calls, while youth detainees cannot leave their bedrooms except for brief exercise.

David told his family he was given three slices of bread and some butter posted through his chute for breakfast one morning, and the situation was pushing him over the edge."We're hopeful the system is there to rehabilitate him, so he can be part of the family again. This is not helping. It's like he's being punished for something that's not his fault.

"If it's violent offenders … I'm a father with young children, I don't want these people out. But for low-risk offenders where there's no threat, it should be an option," he said.
