Construction workers, dog walkers, police officers and people waiting for takeaway coffees were masked up this morning. But not everyone complied with the new rules, writes paulsakkal.

Between 7am and 8am on Thursday, only two customers entered the Woolworths store on Smith Street in Fitzroy without a face covering.The store's managers did not stop the two men from entering the supermarket, saying they could not be sure the customers did not have a medical exemption.One of the men without a mask said he was in a difficult financial situation and was unable to afford masks.

"I just hope people aren't targetted for [not wearing masks]. We don’t know people's reasons for not wearing them."
