Simple cross subsidisation with the men's game funding the women's program. Not sustainable and will collapse inside of 2 years. Two competitive national teams won't exist under this model.
Men's football is the most popular game for fans and players in the world. To make it to the top league a man has to be better than millions of amateur and pro players. Women's soccer is a second tier sport. Thousand play not millions. But pay them a decent wage for sure.
