A letter from SA Speaker Vincent Tarzia also reveals Liberal MP Sam Duluk's behaviour at a Liberal Party Christmas function is being investigated.

"Parliament should put processes in place to ensure that the standards we set for every other workplace in this state are the standards we must also meet," she said."When I have had the opportunity to review it, I will determine whether and to whom the report will be released," Mr Tarzia wrote.

Ms Franks, who has been in Parliament since 2010, said she did not have confidence in the scope or power of the inquiry but would cooperate with it. "I'm concerned that the investigation is not only impotent, but is also being kept secret," Ms Franks said.Mr Tarzia engaged Paul Hocking of Quark and Associates to lead the investigation on January 17.

According to Mr Tarzia's letter, the scope of the investigation was to"obtain particulars as to what took place concerning the alleged conduct of Mr Duluk and to provide a report for the Speaker's consideration". The letter also stated Mr Duluk's behaviour at a"Liberal Party Christmas function" at Parliament House on the same day was also part of the private investigation.Ms Franks said she knew of at least 10 people who witnessed Mr Duluk's behaviour at the Christmas party who had not been contacted."There is now a private investigator that isn't even interviewing key witnesses," he said.
