Russian shelling breaks cease-fire, halts evacuation attempt for second day, Ukraine says

Evacuations from the port city of Mariupol were scheduled to begin at noon during a 10am to 9pm local ceasefire, Ukrainian military authorities said earlier Sunday.

It isn’t about “allowing”, it’s about “enforcing”. NATO air forces would have to directly engage with Russian air forces.
