The NT Chief Minister is ushering in a suite of changes to the Northern Territory's border rules but admits some will say it is 'too dangerous or too reckless'. Here's what you need to know.

Only NT residents, children under 12, people arriving for compassionate reasons and a small number of essential personnel will be able to apply for an exemption to get in unvaccinated. The second big change is fully vaccinated arrivals from a red zone will only have to quarantine for seven days if they are staying in a "high vaccination zone".

And, just like the pilot program, your quarantine won't impact household members if everyone is fully vaccinated. Testing for these people has been dropped altogether. Mr Gunner says the ability to now rapidly test people when they arrive at airports is a "game changer" that "makes a big difference to the risk matrix".

Questioned on this at the press conference, Mr Gunner provided assurances PCR tests would remain in play as the Territory's number one measure and would be used if you returned a positive result to a rapid antigen test. From December 17, when the state is due to reach its 80 per cent vaccination target, Queensland will open its border to interstate travellers — but only if they are fully vaccinated.

Mr Gunner says that over the next month the government will make sure the system works, while also increasing testing capabilities at airports.
